- Biography
- Dr. Masahiro Horibe earned his Ph.D. in quantum engineering from Nagoya University in 2001, following a JSPS Postdoctoral Fellowship (1999–2001). He began his career at Fujitsu Limited and later worked at the International Superconductivity Technology Center (2001–2003). In 2003, he focused on carbon-nanotube applications at Fujitsu Laboratories. Currently, he is Group Leader at the National Metrology Institute of Japan (NMIJ), AIST, leading high-frequency precision measurement research. He served as Director of R&D Coordination at METI (2021–2023) and Planning Officer at CSTI, CAO (2022–2023). He is now Deputy Director and Executive Chief of AIST’s G-QuAT center for quantum-AI business innovation. Dr. Horibe is Convenor of IEC/ISO JTC-3 WG12 on Quantum Computing Benchmarking, Liaison of IEC TC-46, and a Senior Member of IEEE Standards Association.
